If the tumour grows towards the centre of the urethra without spreading into deeper layers or nearby organs, it’s considered superficial and is an early stage of cancer. This type of cancer is also known as localised primary urethral cancer, Stage 0 or Carcinoma In Situ (CIS), Ta and T1).
